I want to add a different form to Growlithe that is water type

However it would be strange for a Water type to need a Fire Stone to evolve

So I was wondering is there any way I can make it so a Form has it's own evolution method?

Look at the Shellos line in Pokemon_MultipleForms I think that might be a good place to start, because the East Form evolves into a pink Gastrodon and yeah... you get the idea.
Then copy it and rename it to Growlithe and add all the possible changes it needs. Stats, moves, abilities. You can all find it in that one script section!
I recommend looking at how all the other forms are defined and just copy and adjust things.

Minor correction there, but I think that's just because a Pokémon that evolves retains its current form. I think Larvestaable is having trouble making it evolve in a different way (with a Water Stone instead of a Fire Stone), not just making it stay Water-type!

I don't think there's any canon example of this that would be in base Essentials, but there are some Alolan forms that evolve in different ways, so maybe there's something in the Generation VII Project off of which you can model this! I haven't checked for this specifically (not at home now, sorry!), but the changelog says Alolan forms have been added, so hopefully that includes their evolutions!

This is taking the easy way out, but you could possibly do like Insurgence does and have your Water-type Growlithe as a "separate" Pokemon. (not much appeal in that method, but you could use the extra dex entry to explain why Growlithe developed its Water type)
