Can it be made so that a pokemon that has an evolution, can evolve through the debug list (in the pokemon party menu) in the same way things like happiness and moveset can be altered? You can keep the pokemon you currently have on you in it's evolved form without having to make a new pokemon. And can the same thing be done for devolving a pokemon?

this would be good for testing a new evolution method 😁

Why not just use the Change Species command for that effect?
While that works, I think being able to evolve directly from the party menu could just speed things along rather than having to scroll through a menu to find the species needed. Also if you can have the option to show evolution animation or not, it could help with people testing changes or something to their evolution scenes quickly
