I know, sounds confusing.

What I mean is, in combination with a wild Pokemon using it's moves like normal, a wild Pokemon can do nothing ("Pokemon is watching carefully!") or run. The chances of a wild Pokemon watching carefully is a specific chance, where a wild Pokemon running is based on its species. For example, weak Pokemon like Metapod cannot run, where more elusive Pokemon like Gastly can run at an uncommon rate (ie: 5-10% per turn). Normal legendary encounters wouldn't run because that's unfair to the player, whereas roamers have a 100% to run. Also, the likeliness of a wild Pokemon watching carefully or running isn't determined by health or status ailments, and wild Pokemon cannot run in a double wild battle. Of course, wild Pokemon cannot run if hit by moves like Mean Look or held by abilities like Shadow Tag, as an attempt to run would fail and take up its turn, so it would stop trying to run.
